Disturb The Universe

I know nothing, but people that do-where do I find cute rain boots? I want black, short boots-that are waterproof?  Help me out.  Like, sort of like those Blowfish booties that every teenager (okay i wear them to work too because they are so comfortable) wears-only rain style? Maybe a buckle or something-but nothing outrageous.
